* In a bowl, mix flour, oats, brown sugar, baking powder, and salt.
* Cut in cold butter with a pastry blender or fingers until a coarse crumble forms.
* Press half of the mixture into the prepared pan.
* Spread raspberries evenly over the base.
* Sprinkle remaining crumble mixture on top.
* Bake for 35-40 minutes, or until golden brown. Let cool completely.
* Glaze:
* In a small bowl, whisk powdered sugar and lemon juice until smooth.
* Drizzle over cooled bars.
* Cut into squares and serve.
