Lightly grease an 8x8-inch baking dish. Make the Cake Batter: In a large bowl, whisk together the flour, granulated sugar, cocoa powder, baking powder, and salt. Add the milk, melted butter, and vanilla extract. Stir until just combined—don’t overmix. Spread the batter evenly in the prepared baking dish. Prepare the Fudge Sauce: In a separate bowl, mix the brown sugar and cocoa powder. Sprinkle this mixture evenly over the top of the cake batter (don’t stir). Slowly pour the boiling water over the entire dish. Do not stir. The water will create a rich fudge sauce as it bakes.
